Federal Subsistence Regulations Updated to Reflect Office Transfer

ANCHORAGE, Alaska – The Office of Subsistence Management announced a change today in how federal subsistence regulations are organized. The rules have been moved from one part of the federal code (50 CFR part 100) to a new location (43 CFR part 51) to reflect an administrative change in the federal government.

Last year, the Office of Subsistence Management was moved from the U.S. Fish and Wildlife Service to a different part of the Department of the Interior known as the Office of the Assistant Secretary for Policy, Management and Budget. This change was directed by Congress and followed input from tribal consultations.

The Office of Subsistence Management is still based in Alaska and continues to handle all the same responsibilities it had before. Only the office’s place within the Interior Department has changed.

2025 Unit 7 Federal Subsistence Hunting Community Permit Meetings

Hope, Bear Creek Lodge, 19702 Hope Hwy

Thursday, August 7th, 4:00pm – 7:00pm

Moose Pass, Kenai Lake Work Center, 33599 Ranger Station Spur

Friday, August 8th, 4:00pm – 7:00pm

**If you are unable to attend these meeting, hunting permits will be available starting July 28th, by appointment at the USFS Kenai Lake Work Center in Moose Pass.  You can contact Andrew Sanders, Chugach National Forest at 907-424-7661 for more information on alternative ways to acquire permits.  

Please Note: Unit 7 Federal Subsistence hunting permits are only available for federally qualified rural residents of Cooper Landing, Hope and Moose Pass. Having a seasonal residence in any of these communities does not qualify you as a rural resident. You must have lived in Alaska for the past 12 months and Cooper Landing, Moose Pass or Hope is your primary residence. You will not be eligible to receive a permit if you claim residence in another location for any purpose.

You will be required to provide the following:

  • State of Alaska hunting license,
  • Alaska Driver’s License
  • Verification of your primary physical address if not listed on your driver’s
    • Other documentation that identifies a physical residence
      • Alaska voter registration
      • Lease or rental agreement
      • Tax document
      • An address listed on an Alaska Permanent Fund Dividend application
      • Utility bill with your name and physical address
